Sir,
I have not been able to procure in this quarter a qualified person to act as temporary Surgeons Mate which I had proposed sending to Niagara to relieve Dr. Coffin. If you can recommend one let me know and I will send you a Warrant of appointment for him. In the mean while you may order him to the Garrison.

On the cover, H’s draft of his reply reads: "It will be I imagine impracticable to obtain such a person temporarily for so remote a destination—Doctor Coffin suggests that he can make an arrangement. As no additional expence to the public should accrue from a personal accommodation to Dr. Coffin—⟨Unless it not⟩ if I hear nothing from the Secy to the Contrary I will authorise Maj Rivardi to grant a furlough on condition that a competent arrangement is made free from expence to the public."
