Immediately on the receipt of your letter of March 12th. on the subject of Mr. Pagan, I referred it to the Attorney general of the US. for his opinion. As soon as I receive that opinion from him, I will do myself the honor of addressing you thereon. I am with due respect Sir your very humble servt.
