§ From William C. C. Claiborne. 23 January 1806, New Orleans. “Mr. Benjamin Morgan a zealous American, and an honest Man, was elected on the 21st. Instant, a member of the House of Representatives of this Territory.1

“The enclosed return will shew you the state of the Poll, as well as the great degree of political Apathy which prevails in this quarter.2

“The French Consul Mr. Deferges [Desforgues], accompanied by Colonel Teusard, arrived on yesterday.”

1By 1803 Philadelphia merchant Benjamin Morgan (d. 1826) had been living in New Orleans for some time. Appointed to the legislative council in 1804, he was also a founder of the Alarm Fire Company, Christ Church Episcopal, and the New Orleans Library Society. He served on the city council 1807–11 and was a member of the Committee of Public Defense during the War of 1812. During and after that war, he suffered financial losses from which he appears not to have recovered by the time of his death. 2The enclosure (2 pp.; docketed by Wagner; printed in Carter, Territorial Papers description begins Clarence Carter et al., (28 vols.; Washington, 1934–75). description ends , Orleans, 9:574) is a copy of coroner Henry Molier to Claiborne, 21 Jan. 1806, stating that in the election Molier had been authorized to hold in the absence of the sheriff, Benjamin Morgan had received twenty-three votes, and each of his nine opponents had received either one or two.
