Paris 21st. of July 1806.

Sir,

A Peace was Signed last night between Russia and France.

Lord Yarmouth has been here for some time, but without a public character. He is about to take one immediately. This looks like peace between England & France also. I am Sir, with distinguished consideration, Your Most Obedient Servant

Italicized words are those encoded by Armstrong in a State Department code also used by John Quincy Adams at St. Petersburg and by Jacob Lewis at Saint-Domingue; decoding here is by the editors from a partially reconstructed key with omissions supplied by Wagner’s decoding.
