I have the honor to transmit you enclosed a copy of a letter I have just recd. from Genl. Armstrong.1 The individual therein mentioned has not made his appearance in this City. I am Sir with great respect your obedient St.

1. The enclosure is a copy of John Armstrong to Lee, 25 Nov. 1806 (1 p.). Armstrong instructed Lee to arrest U.S. citizen George Howell if he appeared in Bordeaux. If Howell had already left France, Armstrong directed Lee to advise the U.S. government that the French government claimed to have evidence that Howell had counterfeited and carried with him U.S. bills of credit.
