1 December 1809, Columbia, South Carolina. Sends JM a copy of his “first Communication” to the South Carolina legislature [following his inauguration as governor], which relates to “the present Crisis.”

Enclosure not found, but a print impression on the cover reveals that Drayton enclosed his Message from His Excellency the Governor, No. 1, Delivered to the Legislature of South-Carolina, on the 29th November, 1809 (Columbia, 1809; 18660). The message recounted the Erskine agreement, its disavowal by Great Britain, the arrival of Erskine’s successor, and the fruitless correspondence between Francis James Jackson and the secretary of state. Drayton concluded that Congress “will comport itself with that firmness and dignity which the occasion requires.”
