The message recounted the Erskine agreement, its disavowal by Great Britain, the arrival of Erskine’s successor, and the fruitless correspondence between Francis James Jackson and the secretary of state. Drayton concluded that Congress “will comport itself with that firmness and dignity which the occasion requires.”
