§ From the House of Representatives

31 December 1811. “Resolved, That the President of the United States be requested to cause to be laid before this House information whether, tobacco the growth of the United States is admitted into Holland, and if admitted, whether the administration en regie on that article as it exists in France, extends to Holland and the Hansiatic towns; and whether the tariff in Holland is the same as that in France.”1

RC (DNA: RG 59, ML). 1 p. Signed by Henry Clay. The resolution had been moved by Joseph Kent of Maryland (Annals of Congress description begins Debates and Proceedings in the Congress of the United States … (42 vols.; Washington, 1834–56). description ends , 12th Cong., 1st sess., 595).

1. No response from JM to this resolution has been found. A similar resolution from the Senate, dated 18 Nov. 1811, inquiring about the duties levied on American tobacco imported into France and through France into other European countries, drew from the administration the response that no such information could be obtained (see James Monroe to JM, 16 Jan. 1812, and nn. 1 and 2).
