Having been honored with His Majesty’s Instructions to Circulate the Inclosures; I take the liberty to offer them to you, for your Candid Consideration, and to recommend that through your means, the Officers and Men under your Command may be acquainted with their Contents.1 I am Sir, Your very humble Servt
