1. On 21 Nov. the Maryland general assembly, amending its previous resolution of 11 Apr. 1777, resolved by a vote of 23–19 “That his excellency general Washington have full power to settle and determine the rank of all or any of the officers of this state in the continental service, both with respect to grade and precedence, as to him shall appear just and right; and that the president of the senate and speaker of the house of delegates be directed to write to the general, advising him thereof” (Md. House Proc., 26 Oct.-15 Dec. 1778 description begins Votes and Proceedings of the House of Delegates of the State of Maryland. October Session, 1778. Being the First Session of this Assembly.
