2. Charles Dabney (c.1744–1829), a native of Hanover County, Va., had begun his military service in December 1775 as captain of a Louisa County, Va., independent company, and from May to December 1776 he commanded a company of Louisa County minutemen. Given a state commission as major of the 3d Virginia State Regiment on 20 Dec. 1776, Dabney obtained a Continental commission as lieutenant colonel of the 2d Virginia Continental Regiment on 23 June 1777 and continued as such until September 1778, when a rearrangement of Virginia’s Continental regiments rendered him supernumerary. In January 1779 Dabney returned to state service as lieutenant colonel of the 2d Virginia State Regiment, which served with GW’s army in the north from May 1778 to December 1779 and again at the siege of Yorktown in the fall of 1781. On 18 Jan. 1782 the Virginia council appointed Dabney lieutenant colonel commandant of a state legion, into which were consolidated the remnants of the Virginia state line, including infantry, cavalry, and artillery (see Papers, Confederation Series description begins W. W. Abbot et al., eds. The Papers of George Washington, Confederation Series. 6 vols. Charlottesville, Va., 1992–97. description ends , 1:428–29, n.2). Dabney’s state legion was disbanded on 23 April 1783.

Thomas Meriwether (1763–1802) of Caroline County, Va., who had been a captain in the Virginia state marine corps during 1776, became a captain in the 1st Virginia State Regiment in January 1777 and was promoted to major of that regiment in June 1778. The regiment served with GW’s army in the north from December 1777 to December 1779 and at Yorktown in the fall of 1781. Meriwether retired as major when his regiment was consolidated into Dabney’s state legion in February 1782.

John Eager Howard, major of the 4th Maryland Regiment, was promoted to lieutenant colonel of the 5th Maryland Regiment with a commission dated 11 March 1779. He transferred to the 2d Maryland Regiment in October 1779 (see Md. Archives description begins Archives of Maryland. 72 vols. Baltimore, 1883–1972. description ends , 18:122, 363, 378; 21:275, 285–86, 540).
