Colchester [Conn.] 24th Feby 1780

Dear Sir

I received a Letter from Governor Trumbull requireing an officer and eighteen men, to go on the Lines, which I orderd from the 2d Regiment, not doubting but it Coud be furnishd from thence, but Such is the State of these two regiments in respect to Cloathing that the party Coud not be furnishd. Lest any misrepresentation shoud be made, I Send you, herewith Copys of the Letters which past between the Governor and me upon that Subject.1 I have the honor to be with great respect Dear sir Your most obliged H. 1Moylan enclosed copies of three letters. The first, a letter from Jonathan Trumbull, Sr., to Moylan dated at Hartford on 19 Feb., reads: “at the request of the General Assembly of this State, I have to desire you to order an officer and eighteen mounted Dragoons from the Regiments under your Command to march immediatly to Greenwich on the Western Coast of this State, for the purpose of protecting the Inhabitants of the Adjacent Country, and preventing the practice of Carrying Embargoed provisions to the enemy at New york.

“I woud wish Lt [Jedediah] Rogers of Sheldons Regiment to be employed on this Service, as being perfectly well acquainted with that part of the Country, and, as a Native, particularly interested to be Active and vigilant.

“I enclose an act of the Assembly for the Support of the embargo, which you will be pleasd to Deliver to the Commanding officer of the party—and upon which you will regulate the necessary orders” (DLC:GW).

The second, a letter from Moylan to Trumbull dated 21 Feb., reads: “I received your Excellencys Letter of the 19th ordering an officer & eighteen men to Greenwich for purposes therein mentiond.

“As you think natives more particularly interested to be Active and vigilant, I have orderd the party from the 2d Regiment” (DLC:GW).

The third, a letter from Moylan to Trumbull dated this date at Colchester, Conn., reads: “Major Tallmadge has wrote to me the 22d inst. & inclosed a Return of the Effectives in 2d Regt L.D.—Copy of which, with Reasons assigned for the smallness of the number, your Excellency will have herewith, also the Report of the 4th Regt quartered in this place[.] To the Reasons assigned by the Adjutant for the whole being non effective, may be added that all the Accoutrements are in great want of repair. I am very sorry it is not in my power at present to furnish the Party your Excellency made a requisition of; I am in Expectation of some Cloathing coming on for the 4th Regt, if it should come timely I can easily equip the number wanting—In the mean time I take the Liberty of mentioning that the Hon. the Assembly ought to appoint some certain place, from which provisions can be drawn for the Men, & forage for the Horses, which are upon this duty” (DLC:GW).

Moylan included a copy of a return dated 22 Feb. at Wethersfield, Conn., and signed by him and Maj. Benjamin Tallmadge of the 2d Continental Dragoons, that listed as the total of mounted effective dragoons in the six troops of the 2d Dragoons only one trumpeter, one farrier, and five privates. Tallmadge attributed the low numbers to “Horses, much reduced, Allmost total want of accoutrements, boots and other cloathing.” Moylan indicated on the return that his own 4th Continental Dragoons had no effective troopers due to “want of, breeches, boots, shirts, & Stockings” (DLC:GW).
