The Secretary of the Treasury has the honor to enclose herewith for the perusal of the President, the copy of a communication which has just been receiv’d from the Collector of Wilmington in the State of Delaware.1

1. The enclosed copy was of George Bush’s letter to Hamilton of 20 Aug. 1793, which has not been identified. In this letter, the collector of customs reported the arrival of the privateers Petite Démocrate and Carmagnole with their prize, the American ship Ann and Susan. This vessel, which was owned by William Nelson & Co. of New York City, was captured on 19 Aug. while sailing from Londonderry, Ireland, to Philadelphia (Hamilton to Bush, 22 Aug., , 15:260–61; Thomas Jefferson to Henry Knox, 22 Aug. 1793 [first letter], , 26:739–40; , 229). In response to this situation, Henry Knox, with the approval of GW, wrote Delaware governor Joshua Clayton on 22 Aug. to restore the ship to its owner (Knox to GW, 27 Aug. 1793 [first letter], and note 1).
