Sir,

I submit to your Consideration a letter proposed to be written to the Governor of South Carolina in consequence of a private letter received by Mr John Ross of this Town of which the enclosed is an extract.1

The Secretaries of State and Treasury approved the draft now submitted.2 I have the honor to be with perfect respect Your obedient Servant

1Knox’s letter to William Moultrie of this date, which has not been identified, was “on the subject of fitting armed vessels & enlisting men” in South Carolina (JPP description begins Dorothy Twohig, ed. The Journal of the Proceedings of the President, 1793–1797. Charlottesville, Va., 1981. description ends , 282). Neither the letter sent to Philadelphia merchant John Ross nor its extract has been identified.
